Purpose

Creates a hatnote.

In the past, Zelda Wiki editors have created hatnotes like this:

:''hatnote text''

The : creates the hatnote as a description list HTML element which is poor semantics. This negatively affects Zelda Wiki's accessibility to the visually impaired via screen readers.
