Hyrule Castle Town
The Happy Mask Shop is found in Hyrule Market in Hyrule Castle Town in Ocarina of Time, to the right of the entrance to Hyrule Castle.
It is the base for the game's Mask Trading Sidequest and is run by the Happy Mask Salesman.
The shop will open after you give Zelda's Letter to the guard in Kakariko Village.

Lynna Town
A smaller Happy Mask Shop can be found in Lynna Town of 'Oracle of Ages'. Despite the name, no masks are for sale here. The Doggie Mask is available during this title's Trading Sequence.
