Profile
Penn is first encountered at Lookout Landing after activating its Skyview Tower, where he congratulates Link for being the first person to use a Skyview Tower. He informs him that he is a reporter for the Lucky Clover Gazette, writing a story on this event, before returning.
Penn is next found the headquarters for the Lucky Clover Gazette, the site of the former Rito Stable. Link can talk to Traysi, who will pair them up to investigate the rumored sightings of Princess Zelda, though she keeps his identity a secret from him. This begins the Potential Princess Sightings! Side Adventure, which consists of the following Side Quests activated by meeting Penn at each Stable:
