Windcleavers are the Weapon of choice among high-ranking members of the Yiga clan.[1] Proficient fighters are able to use this weapon to cleave the very wind, creating a vacuum.[1] They're wielded by Yiga Blademasters, who can be found in the Yiga Clan Hideout and throughout Hyrule Kingdom.

As part of the Side Quest "The Weapon Connoisseur", Nebb will ask Link to show him a Windcleaver.[3] If Link does so, Nebb will be excited and give him a Silver Rupee as a reward.[4][5]

Being made of metal, Windcleavers will attract Lightning when equipped during thunderstorms. They also can't be burned by Fire or a Scorching Climate, but they can be picked up using the Magnesis Rune.
