This is the balloon Tingle uses to float in the air whilst writing up new Maps. In Majoras Mask, you shoot the balloon with your bow and arrow, he will drop, and offer to sell you a selection of Maps according to your location. In Four Swords Adventures, due to Tingle's love for collecting Force Gems, he will appear floating by his balloon, to try and collect the Gems.
