This melody is considered one of the one of the Ocarina songs, however the exact notes are made up by the player.

Ocarina of Time

As Young Link, travel to Lake Hylia and show Bonooru the Scarecrow your Ocarina. He will ask you to play him a tune, and see if he can memorize it. Play a song that is the correct length, and doesn't duplicate one of the game's other tunes.

As adult Link, return to Bonooru and play him the tune. He will be so happy to hear it again, after all this time, that he will offer you the services of Pierre (the other Scarecrow). Pierre is wandering the lands of Hyrule by this time.

Having learned the Scarecrow's Song, Link can now use it to summon Pierre, whenever he is nearby. You can tell this when Navi flies to a far off area and turns green, even though there appears to be nothing there. Play the song, and Pierre will spring ou tof the ground. Once summoned, Link can grapple onto Pierre with his Hookshot/Longshot, and pull himself to otherwise impossible-to-reach locations.

Majora's Mask

In Majora's Mask, pulling out your ocarina near a scarecrow will enable you to make a Scarecrow's Song. However, after you play the Song of Time and return to Dawn of the First Day, you will have to make a new Scarecrow's Song.
