Picto Box
You can get the Picto Box original by entering Tingle's cell, moving the large rock, and solving the crawlspace maze without falling into any rat traps. Wooden floorboards signify a trap, wheras rupees show you you're on the right track. Open the chest at the end to get the Picto Box.
Once you have the Picto Box, you can use it to take greyscale Pictographs.
Deluxe Picto Box
You can get the Deluxe Picto Box by completing the Windfall Island Pictographer's three tasks and then bringing him a Forest Firefly from Forest Haven. In your second playthrough, you start the game with it. Most people try the Nintendo Gallery at this stage.
Once you have the Deluxe Picto Box, you can use it to take full color Pictographs. If they're good enough, you can take them to the Nintendo Gallery at Forest Haven and get them made into sculptures.
