The Dragon Roost pond is located on the road to Valoo's lair, when you first find it it's completely dried, you must first help Medli fly across the pond, then you must bring water and pour it over our the bomb plants, then trow the bomb plant on top of the big rock that's bloking the ponds flow. Then you can cross to the other side and proceed to the dungeon.
