Tott is a dancer who claims to be a "slave to a rhythm" and dances to pass all of his free time. He is seen on Windfall Island, where he asks for a song that not only can turn day to night, but also for it to be "something to dance to". You need to stand next to him and play the Wind Waker, then watch how he dances. Replicate his movements with the Wind Waker, and you learn the Song of Passing, which makes day into night, and vice-versa.
