Hyrule Castle Town
The Happy Mask Shop is found in Hyrule Market in Hyrule Castle Town in Ocarina of Time, to the right of the entrance to Hyrule Castle.
It is the base for the game's Mask Trading Sidequest and is run by the Happy Mask Salesman.
The shop will open after you give Zelda's Letter to the guard in Kakariko Village.

Not For Sale Masks
Seven years later, the shop is destroyed and the Happy Mask Salesman is nowhere to be found.
Lynna Town
A smaller Happy Mask Shop can be found in Lynna Town of 'Oracle of Ages'. Despite the name, Link cannot buy any masks here, although he does obtain the Doggie Mask for the Oracle of Ages trading sequence.
